(AP) ? Israeli Prime Minister Benjamin Netanyahu will make his case against Iran before the United Nations General Assembly on Thursday, arguing that time is quickly running out to stop the Islamic Republic from becoming a nuclear power and the threat of force must be seriously considered.

His demand that President Barack Obama declare "red lines" that would trigger an American attack on Iran's nuclear facilities has been rejected in Washington and sparked a public rift between the two leaders.

But a senior Israeli official in Netanyahu's entourage said the prime minister's speech will "lay a clear red line" that will not contradict Obama's words.

"Israel and the U.S. have a common goal to prevent Iran from obtaining nuclear weapons. The prime minister's remarks drawing a red line will help that this is attained," the senior official said.

Foreign Minister Avigdor Lieberman said this is not the first time that there have been disagreements between the positions of Israel and the United States and that this will not "in any way harm the strong friendship between the two countries."

Netanyahu claims international diplomatic efforts and economic sanctions have failed, but a new report from the Israeli Foreign Ministry, leaked Thursday, concludes that sanctions are hitting Iran hard. According to the report, details of which appeared in the Haaretz newspaper, Iran's oil exports declined by over 50 percent in the past year and sanctions on Iran's central bank have made it difficult for the regime to access its foreign currency.

An Israeli official confirmed the new report but refused to elaborate on it. The official spoke on condition of anonymity because he was not authorized to discuss internal government documents.

Netanyahu's time at the U.N. podium gives him an opportunity in front of the international community to press his case once again, perhaps in a final plea before Israel takes matters into its own hands. Israeli leaders have issued a series of warnings in recent weeks suggesting that if Iran's uranium enrichment program continues it may soon stage a unilateral military strike, flouting even American wishes.

The Obama administration has urgently sought to hold off Israeli military action, which would likely result in the U.S. being pulled into a conflict and cause region-wide mayhem on the eve of American elections.

Such an attack would almost certainly lead to retaliatory Iranian missile strikes on Israeli population centers. On Sunday, Iranian leaders suggested they may strike Israeli preemptively if they feel threatened.

Israel considers a nuclear-armed Iran to be an existential threat, citing Iranian calls for Israel's destruction, Iran's development of missiles capable of striking the Jewish state and its support for hostile Arab militant groups.

Also Thursday, on the sidelines of the General Assembly, key figures will gather for a Friends of Yemen meeting that will be co-chaired by British Foreign Secretary William Hague, Yemen's President Abed Rabbo Mansour Hadi and Saudi Arabia's Deputy Foreign Ministe Abdulaziz bin Abdullah Abdullah. The meeting will produce a communique aimed at generating support for Hadi, who took office in February after more than a year of political turmoil and is now trying to steer his country's democratic transition.

Later, political directors from the United States, Russia, China, Britain, France and Germany will be meeting on the Iranian nuclear issue.

A few hours before Netanyahu flew to the U.S., Iranian leader Mahmoud Ahmadinejad, known for past fiery denunciations of the United States and Israel, spoke at length about his vision for a "new world order" during his speech at the U.N. His speech on Wednesday happened to fall on Yom Kippur, the most sacred day on the Jewish calendar, devoted to fasting, prayer and introspection.

Netanyahu issued a statement condemning the speech soon after the fast ended. "On the day when we pray to be inscribed in the book of life a platform was given to a dictatorial regime that strives, at every opportunity, to sentence us to death," Netanyahu said. 'In my remarks to the UN General Assembly, they will hear my response. History has proven that those who have wanted to wipe us off the map have failed, as the Jewish People have overcome all obstacles," Netanyahu said.

Netanyahu has said he is going to the U.N. to draw attention to what Israel perceives as the Iranian threat. Speaking to his Cabinet on Sunday, he said at the U.N. he would "reiterate that the most dangerous country in the world must not be allowed to arm itself with the most dangerous weapon in the world." He did not elaborate.

On Tuesday, the Maariv daily reported that Netanyahu would spell out what limits the international community should set for Iran to prevent it from becoming a nuclear power and how long that will take. Netanyahu has never laid out these limits precisely.

Iran insists its nuclear program is for peaceful purposes but Israel, the U.S. and other Western allies reject the claim. Four rounds of U.N. sanctions have already been placed on Iran.

A U.N. report last month only reinforced Israeli fears, finding that Iran has moved more of its uranium enrichment activities into fortified bunkers deep underground where they are impervious to air attack. Enrichment is a key activity in building a bomb, though it has other uses as well, such as producing medical isotopes.

While Israel is convinced that Iran is pursuing a nuclear weapon, American officials believe Iran has not yet made a final decision to take the plunge, even as it develops much of the infrastructure needed to do so.

Obama has repeatedly said he will not allow Iran to gain nuclear weapons and has said the U.S. would be prepared to use force as a last resort. But in an interview Sunday with "60 Minutes" he also vowed to "block out any noise that's out there" on the issue, in an apparent swipe at Netanyahu.

Israel's timeline for military action is shorter than that of the United States, which has far more powerful bunker-busting bombs at its disposal, and there is great suspicion in Israel over whether in the moment of truth Obama will follow through on his pledge.

Netanyahu has a history of fiery speeches at the U.N. General Assembly.

In 2009, he waved the blueprints for the Nazi death camp Aushwitz and invoked the memory of his own family members murdered by the Nazis while making his case against Iran's Holocaust denial and threats to destroy Israel.

To those who remained at the General Assembly while Iranian President Mahmoud Ahmadinejad spoke, he chastised: "Have you no shame? Have you no decency?"

And last year, he warned the world about the threat of militant Islam and Iran.

During his three-day visit, Netanyahu is scheduled to meet with U.N. Secretary-General Ban Ki-Moon, EU foreign policy chief Catherine Ashton, Canadian Prime Minister Stephen Harper ? who recently expelled the Iranian ambassador from his country ? and U.S. Secretary of State Hillary Clinton. He is not scheduled to meet Obama.

Palestinian President Mahmoud Abbas is also set to speak in New York. The Palestinian leader is expected to ask the United Nation's General Assembly to vote on recognizing Palestine as an observer state in November.

Abbas has said he wants to put off a vote until after U.S. elections to avoid entangling the Palestinian statehood bid in presidential politics.

"I'm not in the U.N. to delegitimize Israel but to present the two-state solution," Abbas told U.S. Jewish community leaders last week at a meeting by the S. Daniel Abraham Center for Middle East Peace. "I want to have Palestine as a nonmember state."

Abbas' relatively low-key approach is in contrast to last year when he was at center stage with his attempt to win full membership in the world body. That application failed to win enough support in the Security Council.

One of the tools -- a system that uses special gaze-tracking glasses and facial-analysis software to identify when a child makes eye contact with the glasses-wearer -- was created by combining two existing technologies to develop a novel capability of automatic detection of eye contact. The other is a wearable system that uses accelerometers to monitor and categorize problem behaviors in children with behavioral disorders.

Both technologies already are being deployed in the Center for Behavior Imaging's (CBI) ongoing work to apply computational methods to screening, measurement and understanding of autism and other behavioral disorders.

Children at risk for autism often display distinct behavioral markers from a very young age. One such marker is a reluctance to make frequent or prolonged eye contact with other people. Discovering an automated way to detect this and other telltale behavioral markers would be a significant step toward scaling autism screening up to much larger populations than are currently reached. This is one goal of the five-year, $10 million "Expeditions" project, funded in fall 2010 by the National Science Foundation under principal investigator and CBI Director Jim Rehg, also a professor in Georgia Tech's School of Interactive Computing.

The eye-contact tracking system begins with a commercially available pair of glasses that can record the focal point of their wearer's gaze. Researchers took video of a child captured by a front-facing camera on the glasses, worn by an adult who was interacting with the child. The video was then processed using facial recognition software available from a second manufacturer. Combine the glasses' hard-wired ability to detect wearer gaze with the facial-recognition software's ability to detect the child's gaze direction, and the result is a system able to detect eye contact in a test interaction with a 22-month-old with 80 percent accuracy. The study was conducted in Georgia Tech's Child Study Lab (CSL), a child-friendly experimental facility richly equipped with cameras, microphones and other sensors.

"Eye gaze has been a tricky thing to measure in laboratory settings, and typically it's very labor-intensive, involving hours and hours of looking at frames of video to pinpoint moments of eye contact," Rehg said. "The exciting thing about our method is that it can produce these measures automatically and could be used in the future to measure eye contact outside the laboratory setting. We call these results preliminary because they were obtained from a single subject, but all humans' eyes work pretty much the same way, so we're confident the successful results will be replicated with future subjects."

The other new system, developed in collaboration with the Marcus Autism Center in Atlanta and Dr. Thomas Ploetz of Newcastle University in the United Kingdom, is a package of sensors, worn via straps on the wrists and ankles, that uses accelerometers to detect movement by the wearer. Algorithms developed by the team analyze the sensor data to automatically detect episodes of problem behavior and classify them as aggressive, self-injurious or disruptive (e.g., throwing objects).

Researchers first developed the algorithms by putting the sensors on four Marcus clinic staff members who together performed some 1,200 different behavior instances, and the system detected "problem" behaviors with 95 percent accuracy and classified all behaviors with 80 percent accuracy. They then used the sensors with a child diagnosed along the autism spectrum, and the system detected the child's problem-behavior episodes with 81 percent accuracy and classified them with 70 percent accuracy.

"These results are very promising in leading the way toward more accurate and reliable measurement of problem behavior, which is important in determining whether treatments targeting these behaviors are working," said CSL Director Agata Rozga, a research scientist in the School of Interactive Computing and co-investigator on the Expeditions award. "Our ultimate goal with this wearable sensing system is to be able to gather data on the child's behavior beyond the clinic, in settings where the child spends most of their time, such as their home or school. In this way, parents, teachers and others who care for the child can be potentially alerted to times and situations when problem behaviors occur so that they can address them immediately."

"What these tools show is that computational methods and technologies have great promise and potential impact on the lives of many children and their parents and caregivers," said Gregory Abowd, Regents' Professor in the School of Interactive Computing and a prominent researcher in technology and autism. "These technologies we are developing, and others developed and explored elsewhere, aim to bring more effective early-childhood screening to millions of children nationwide, as well as enhance care for those children already diagnosed on the autism spectrum."

Both technologies were presented in early September at the 14th ACM International Conference on Ubiquitous Computing (Ubicomp 2012). Among the other devices under study at CSL are a camera/software system that can track children's facial expressions and customized speech analysis software to detect vocalization patterns.

I'm not sure if I learned it in kindergarten?that fabled place where all we really need to know was supposedly ingrained?but I am sure that I did learn how to share somewhere along the line. Small-Business Lessons From Harley-Davidson&#39;s Turnaround ...

This weekend, I read an article in the Wall Street Journal about how Harley-Davidson turned itself around using ?lean? manufacturing strategies. Lean, or just-in-time, manufacturing is the Toyota production system, which started with W. Edwards Deming and his work with statistical quality control. Whenever I see this kind of article about a large company, I think about how the thoughts and principles can be applied to the smaller companies I work with.

As I read this one, three things occurred to me.

1. The idea behind lean is to create capacity ? not to reduce employee headcount. In this case, Harley-Davidson reduced its headcount by more than 1,000 people using lean techniques. Harley-Davidson probably can do this just once. If it continues to use lean strategies to reduce headcount, it will see employee enthusiasm for the program wane.

People don?t want to see their jobs go, and they don?t want to see their friends? jobs go either. If the layoffs are an economic necessity, they can work. But you can only have so many economic emergencies before people say enough is enough.

My favorite use of lean is to create capacity for more business with the same headcount. I find that employees get excited and stay excited when more business comes into the company. If using lean techniques to make the company better allows for more job security through efficiencies, employees are all for it. If you cut employees in for a piece of the action through bonus programs, so much the better.

2. Installing lean in large companies is much different than installing lean in small ones. Large companies have lots of resources, both economic and human, that they can throw at arrangements like this. Small companies do not.

Still, I?m a big believer in lean activities in small companies. I?ve seen successful implementations increase profits by 50 percent or more. While large companies can afford to do more than one lean project at a time, the small company successes I?ve seen take it one step at a time.

3. Often, we see these activities led by those who have been through M.B.A. programs. The problem I often see with M.B.A.?s in smaller companies is that their educational training is for making positive changes in large companies. But those changes don?t always work in smaller companies with fewer resources. And an understanding of the strategies that do work in small companies is often totally foreign to those with advanced business degrees.

I?ve got nothing against M.B.A.?s. I?ve just come to believe that those with advanced degrees often need to have a complete reset in their beliefs about how successful change is done in a smaller company. Thankfully, there are several programs in the country that concentrate on small businesses.

RBS to cut further 300 jobs at investment bank

LONDON (Reuters) - Royal Bank of Scotland has increased its target for job cuts at its investment banking business to 3,800 by the end of 2013, 300 more than previously anticipated, according to slides released by the bank ahead of an investor presentation.

RBS has abandoned ambitions to be a top global investment bank, bowing to government pressure to exit riskier operations and prepare for tougher international regulations.

The bank, 82-percent owned by the British government after being rescued during the 2008 credit crisis, said in January it would cut 3,500 jobs in its investment banking division.

Of that total, 3,000 will go by the end of this year. Chief Executive Stephen Hester had already axed 34,000 jobs since arriving at RBS in 2008.

In a presentation to investors later on Monday, John Hourican, the head of RBS's markets and international banking business, will tell investors the bank's plans to exit its loss-making cash equities, corporate broking, equity capital markets and mergers and acquisitions businesses are on track.

A recent study said up to 15 percent of the 500,000 jobs in investment banking around the world could disappear in the next five years due to the euro zone crisis and stiffer regulation.

Shares in RBS were trading down 2.25 percent to 269.6 pence at 1155 GMT, meaning Britain is still sitting on a loss of about 21 billion pounds on its stake.

The bank is under investigation by U.S. and UK authorities into its role in an interest rate-rigging scandal and faces punishment over possible breaches of sanctions against Iran.

Steps to creating (and keeping) a health fitness routine | NJ.com

Changing unhealthy behaviors is a challenging part of becoming more fit. Even taking small steps can feel unbearable at times but if you outline the purpose of what you are doing and identify where you want to be, your goal will be attainable. When starting an exercise program, try practicing the following steps to steer you in the right direction.

1. Identify your goal. Write your goal down and post your goal where you can see it.

2. Determine what time of day you are going to get your workout in and stick to it. No excuses.

3. Wake up and go to bed around the same time everyday. Make your work and home schedule as similar as possible throughout the work week so the time you set aside for exercise will be ritual similar to what you do during your lunch break.

4. Find activities that you enjoy. If you like variety, join a gym and take advantage of all of the equipment that is available. If you need fresh air, you can try running or walking. Set a goal of minutes to run or wear a pedometer and shoot for a certain amount of steps each day.

5. Keep a journal of your workouts for the week. Workout logs are neglected, but try your best to make it part of your daily routine. Keeping one online might be more convenient if you work at a desk.

Whatever your goal is, be intentional about the actions you are taking. Every fitness journey has a beginning and no matter where your health is now, remind yourself each day what you are trying to accomplish and how good you will feel the farther along into your program you get.

S.C. woman charged in crash that injured college baseball coach

CHARLOTTE, NC (WBTV)- A popular college baseball coach was critically injured after officials say he was involved in a crash along Interstate 77 in Charlotte on Tuesday night.

Thursday the hospital reports Dick Cooke is in good condition.

The N.C. Highway Patrol charged Brittany Alana Fitch, 27, of Clover, S.C. with driving while impaired, driving with license revoked and reckless driving.

The crash, which happened along Interstate 77 north near Interstate 485 and WT Harris Boulevard, sent at least two cars off the highway around 9:20 p.m. Tuesday night.

School officials say Davidson College baseball coach Dick Cooke was injured in the crash, which sent both vehicles into a wooded area. Cooke was reportedly struck from behind by Fitch.

Cooke's wife, Susan, described her husband's injuries.

"He's got some bleeding on his brain," the wife said. "But according to the scan, it's improving and he has cracked ribs, lung issues, a tube in his chest and his leg broken in four places."

MEDIC told WBTV News that they took two people to Carolinas Medical Center- Main to be treated for serious injuries.

Troopers said they suspect alcohol was involved in the crash. The investigation is ongoing.

The wife knows with alcohol involved the accident could have been much worse.

"I think we have been incredibly, incredibly lucky ," Ms. Cooke said. "So I am grateful."

Cooke, who lives in Davidson, has coached the Davidson Wildcats baseball program for 22 years. His wife says on the night of the accident the coach was heading home after visiting a baseball recruit.

Despite the serious injuries the wife reports her husband is almost back to normal.

"He was cracking jokes by yesterday afternoon," the wife said. "He was entertaining the nurses"

Members of Davidson's baseball team were also concerned. They are relieved to know their coach is expected to make a full recovery.

"You look in their eyes," Davidson College Athletics Director Jim Murphy said. "And they were very, very concerned - not sure what was next. So what we do is calm their fears and let them know they have a part in his recovery."

And that part to the coach's recovery is stepping up while Cooke is gone.

"The seniors are going to have to step up," Murphy said. "And they are going to be times when the players need to be coaches on the field, and I expect them to act maturely. They know what it takes to get ready to be successful and I want them to do it without being told."

In the summer of 2008, Cooke made his second appearance in the Olympics with Team USA baseball in Beijing, where he served as an auxiliary coach. He served as an auxiliary coach for Team USA at the 2000 Olympics in Sydney, Australia. They won a gold medal.

(AP) ? In the Central California coastal town of Marina, a $7 million desalination plant that can turn salty ocean waves into fresh drinking water sits idle behind rusty, locked doors, shuttered by water officials because rising energy costs made the plant too expensive.

Far to the north in well-heeled Marin County, plans were scrapped for a desalination facility despite two decades of planning and millions of dollars spent on a pilot plant.

Squeezing salt from the ocean to make clean drinking water is a worldwide phenomenon that has been embraced in thirsty California, with its cycles of drought and growing population. There are currently 17 desalination proposals in the state, concentrated along the Pacific where people are plentiful and fresh water is not.

But many projects have been stymied by skyrocketing construction costs, huge energy requirements for running plants, regulatory delays and legal challenges over environmental impacts on marine life. Only one small plant along Monterey Bay is pumping out any drinking water.

From Marin County to San Diego, some water districts are asking themselves: How much are we willing to pay for this new water?

"We found that our demand for water had dropped so much since the time we started exploring desalination, we didn't need the water," said Libby Pischel, a spokeswoman for the Marin Municipal Water District. "Right now, conservation costs less than desalination."

Desalination plants can take water from the ocean or drill down and grab the less salty, brackish water from seaside aquifers. Because of their potential impacts to marine life, the California Coastal Commission reviews each project case-by-case.

There was great fanfare in 2009 when the last regulatory hurdle was cleared to build the Western Hemisphere's largest desalination plant in Carlsbad, north of San Diego.

At the time, it was proposed that the $320 million project would suck in 100 million gallons of seawater and be capable of producing 50 million gallons of drinking water a day. It was expected to come online by this year.

Since then, the plant owner, Poseidon Resources LLC, has been negotiating a water purchase agreement and is close to clinching a 30-year deal with the San Diego County Water Authority, a wholesaler to cities and agencies that provide water to 3.1 million people.

The compact is essential for Poseidon to obtain financing to build what has become a $900 million project, which includes the seaside plant and a 10-mile pipeline. The San Diego agency hopes the plant opens in 2016 and anticipates desalination will account for 7 percent of the region's supply in 2020. It estimates the cost is comparable to other new, local sources of drinking water, such as treated toilet water or briny groundwater.

Interest is still high, but "people are realizing that desalination isn't a magic fix to the state's water issues," said coastal commission water expert Tom Luster.

Water can be de-salted in different ways. Poseidon's project will use reverse osmosis. Other plants shoot ocean or brackish water at high pressure through salt-removing membrane filters. Because pumps must be used constantly to move massive amounts of water through filters, these facilities are extremely energy intensive.

Also, in many cases, desalinated water is pricier than importing water the old-fashioned way ? through pipes and tunnels. And it is cheaper to focus on conservation when possible: new technologies like low-flow toilets and stricter zoning laws that require less water-intensive landscaping have helped curb demand in communities throughout the state.

Desalination has been around for years in Saudi Arabia, other Arab Gulf states and Israel, which last year approved the construction of a fifth desalination plant. The hope is that the five plants together will supply 75 percent of the country's drinking water by 2013.

The process also has helped ease thirst in places such as Australia, Spain and Singapore. Experts say it has been slower to catch on in the United States, mainly because companies face tougher rules on where they can build plants and must endure longer environmental reviews. Poseidon, for example, is facing opposition by environmental groups over its proposed plans to build another facility in Huntington Beach. The company has received several permits for the Orange County project, but still needs approval from the coastal commission.

About six miles south of the ghost desalination plant in Marina, the mechanical whir coming from a nondescript cinderblock building in a Sand City industrial park is the only evidence that the state's sole operating municipal desalination plant is at work.

The $14 million facility has the ability to produce up to 600,000 gallons a day of drinkable water for the town of about 340 people. Sand City's plant now produces half that amount each day; a third is used by the city with the rest sent elsewhere in Monterey County.

City leaders hoped to develop the former military town into an artsy, Bohemian beachside destination. With no other possible water options, they turned to desalination. "We're just like Saudi Arabia. There's nowhere else to get water and we want to develop," said Richard Simonitch, the city's civil engineer.

It's not that easy in Monterey Peninsula, where regional water use from development has exceeded its yearly rainfall replenishment and desalination is one of the only options available.

Proposals have been fraught with mistakes, political infighting and scandal, and have cost Monterey area ratepayers tens of millions of dollars.

Earlier this year, state utilities regulators rejected Monterey County's desalination plan, citing problems with environmental review. The plan was also mired in alleged corruption by a county water official, who now faces criminal charges.

Still, desalination will be an important part of the Central Coast's future: the state ordered water suppliers to stop drawing from the Carmel River, its main source of the precious resource, starting in 2017. Even officials in Marina, with its shuttered plant, see a future in which demand will require their current desalination plant to resume operation and are planning another, larger plant to help make up for the expected water loss.
