Syria Just Fell Off the Face of the Internet: Sudden Nationwide ...

The AP is now reporting that Syria has dropped off the Internet as the government imposed a blackout over the entire nation?s critical communications from Internet to cellphones services (in select areas.) Thursday, rebels and government troops are engaged in warfare in the streets that have even strayed near the capital?s airport?suspending air traffic for the time being as well.

The outage in Syria has been confirmed by multiple sources, including Akamai Technologies Inc., a well known Internet data distributor who constantly monitor networks in order to get the best bandwith for their customers delivery. Renesys, another US-based network security firm, also confirmed stating that Syria effectively vanished Thursday at 12:26 p.m. local time.

?In the global routing table, all 84 of Syria?s IP address blocks have become unreachable, effectively removing the country from the Internet,? Renesys said.

Also according to Renesys, there are a few live Syrian networks, all of which belong to Tata Communications:

?These are potentially offshore, rather than domestic, and perhaps not subject to whatever killswitch was thrown today within Syria. These five offshore survivors include the webservers that were implicated in the delivery of malware targeting Syrian activists in May of this year,? writes the company.

State Controlled Killswitches Part of Warfare

We?ve seen the use of a killswitch before to cut off internal communication to local populations used before by countries seeking to control their territory.

In January 2011, Egypt used a killswitch to cut off communications over their Internet during the popular uprisings. The act led to a massive loss of data from the state and a return to oldschool journalism and communication (those without the Internet) although information still flowed out of and into the state.

Libya suffered under a six-month blackout imposed by their government in 2011 as well, restored in August of that year. The?Libyan?government had cut off the Internet in their own country due to a very similar reason to Egypt?s blackout: to control and pacify rebels fighting in their streets.

The World Watches the Darkened Syria

Even with cell service and Internet cut, there are still telephone cables running in and out of Syria and activists have gone to those in order to maintain communication with the outside world. Also, there?s no news that the Syrian government is jamming radio or satellite communications. It will be even harder than before to be part of the global community for local residents; but many of them probably have a lot more to worry about with fighting outside their doors.

Cutting off an entire country from the Internet and the rest of the world at large feels like a heavy door shutting. It throws news and communication to that country back to pre-1990 levels of newsmaking and renders the populations cut off from the rest of the globe. Fortunately, the Internet is a brand new medium for communication and news delivery and wartime journalism hasn?t changed that much (after all news got out during World War II.)

We?ll be watching to see how groups such as Anonymous and others respond to this. In the past, they have reacted by hitting government websites or financial institutions owned by the states in question; however, without the Internet flowing to them, those institutions lack their fundamental vulnerability to hackers (and they?re already without communication anyway.)

We also expect that groups such as Anonymous might become distributors of information into and out of Syria, including information on how activists and people can get news out as they have done in the past.

Not-So Silent Night - Business Management Daily

Every year around this time in workplace across the globe, the Ghost of Christmas Parties Past comes clanking down the hallway, dragging in its wake a chain of dread for employers and employees alike?drunken exploits, gag gifts gone wrong, ill-advised sexual overtures and the ever-present threat of bad dancing.

And you can expect even more if it in 2012.

Better economy = more parties. After several years of restrained revelry, employers are looking to party harder. More than 83% of employers are planning year-end holiday parties this year, up from 68% in 2011, according to an annual survey by workplace consulting firm Challenger, Gray & (appropriately) Christmas. (The percentage of party-hosters still runs behind pre-recession 2007 levels, when about 90% of companies put on holiday parties.)

?For many companies, 2012 probably feels like the first time in a while that there is reason to celebrate,? says Rick Cobb, executive VP of Challenger, Gray & Christmas. ?Holiday parties are a relatively low-cost morale builder ? they do not have to be full-blown extravaganzas to be meaningful to employees.?

In fact, 55% of party-hosting employers said the event is held at the company premises, up from 30% last year. ?

Rudy, the red-faced accountant. Wherever holiday parties are held, they?re notorious for bringing out the most inappropriate, weird and legally dangerous behavior in employees, resulting in a lot of embarrassed faces on Monday morning. ?

How weird do they get? A survey of employers by the Creative Group, a staffing agency for marketing execs, dredged up dozens of real-life examples of employees being naughty, not nice, at company parties and outings. Among those are the employee who:

  1. Rode naked on a ferris wheel
  2. Drove a golf cart into a river
  3. Snooped through co-workers? desks while the party was going on
  4. Brought all of his relatives to the office picnic
  5. Threw his co-worker into a lagoon
  6. Attended the party with his pet python
  7. Was caught loading his car with all the leftover food from the holiday party
  8. Left the party wearing a co-worker?s shoes
  9. Brought his cocker spaniel to the party, and the dog proceeded to relieve himself near the refreshment table.
  10. Held a ?dance off? with a co-worker to decide who was the better dancer. (It turned into a fist fight and both were fired.)

Want to make sure your employees stay in control (and you stay out of court) this holiday? Here are 12 tips for your upcoming festivities:

1. Make sure invitations stress that attendance is voluntary. Avoid conducting business, such as awards ceremonies, during the party.

2. Keep the festivities culturally inclusive. Avoid religious references and symbols and try to choose a time that does not conflict with employees? religious observances.

3. Invite families. People tend to behave more responsibly in a family setting.

4. Follow up with a reminder to all employees that your company?s alcohol and drug abuse, sexual harassment and professional-conduct policies apply during the party. Word the reminder positively, noting that responsible behavior will ensure that all employees can fully enjoy the party, but also state that violations will result in discipline, just as they do during working hours.

5. Issue a ?gag? order. Lawsuits are frequently spawned by offensive gifts, games and pranks. Include in your professional-conduct notice a reminder that off-color jokes and games are strictly off-limits.

6. Consider an alcohol-free party. Nobody says you can?t offer punch, fancy coffee bars or smoothies instead of cocktails.

7. If you do serve alcohol, consider serving beer and wine instead of liquor. Daytime parties also tend to discourage excessive drinking. Issue tickets rather than holding an open bar, which is an invitation to overindulge. Close the bar at least one hour before the end of the party, and take precautions to ensure that no underage employees have access to alcohol.

8. Hedge your bets: If you serve alcohol, provide transportation. Don?t just offer to call a cab. Hire taxis or private drivers and have them waiting to give rides.

9. Serve food, and plenty of it. Emphasize eating over drinking.

10. Ask supervisors and managers to help ensure that employees behave professionally. Designate one manager as the person to approach during the party if problems arise.

11. Don't shrug off complaints. Treat complaints arising out of the party just as you would any other workplace complaints.

12. Plan activities to ensure that guests have something to do besides drink and chat.

Students help other student with cancer | Chalmers, Indiana

CHALMERS, Ind. (WLFI) - Students at Frontier Junior-Senior High School are using a class project to give back to a former student.??

Miss McKinney's freshman "Family and Consumer Science Class" was assigned a semester long entrepreneurship project.

The goal was to start a fake business and somehow give back to the community.

The students decided to go above and beyond and help a former Falcon who has leukemia.

They've designed a logo in honor of Wes Corbin and will be selling T-shirts and giving all the proceeds to the student's family.

Students involved in the project said this is something that warms their hearts.

"It makes you feel good," Frontier freshman Dane Chapman said. "There are a lot of people who spend time after school and during school. We have project work days during school and people go home and we even have an email. People email me all the time. There are some people who email me even at 10 o'clock at night so everyone is trying hard and doing their best."

"These kids are so motivated to do this," Frontier High School freshman teacher Amber McKinney said. "It's really awesome. I love seeing youth doing something they're excited about and doing something to give back to others. You hear a lot about youth being in trouble and I really love seeing this excitement in their eyes."??

Wall Street falls on caution after rally, retail drags

NEW YORK (Reuters) - U.S. stocks eased on Monday as a mixed start to the holiday shopping season, caution over Greek aid talks and budget discussions in Washington gave investors reason to pause after Wall Street posted its best week in over five months.

While holiday shopping appeared to be off to a good start, analysts cautioned against reading too much into one weekend's numbers. Retailers need to sustain the initial burst through the November-December holiday season, which can account for a third of annual sales and 40 to 50 percent of profits for the year.

Shares in department store operator Macy's Inc , which offered consumers deep discounts on Black Friday, fell 3.6 percent to $40.22. The SPDR S&P retail exchange-traded fund fell 1.3 percent to $62.39.

"The underwhelming performance of retailers in general is hurting the market," said Michael James, a senior trader at Wedbush Morgan in Los Angeles. "Retail is certainly seeing a mixed bag."

Investors continued to chew over two of the greatest overhangs for markets. Euro zone finance ministers and the International Monetary Fund will seek to unfreeze the second bailout package for Greece on Monday. At the same time, U.S. lawmakers have made little progress in the past 10 days toward a compromise to avoid the harsh tax increases and government spending cuts schedule to start in January.

"Friday was a big day in the stock market," said Tim Ghriskey, chief investment officer at Solaris Group in Bedford Hills, New York. "So it's not surprising at all to see some profit-taking on that."

The Dow Jones industrial average dropped 88.58 points, or 0.68 percent, to 12,921.10. The Standard & Poor's 500 Index fell 8.40 points, or 0.60 percent, to 1,400.75. The Nasdaq Composite Index lost 5.84 points, or 0.20 percent, to 2,961.01.

Total spending for the Black Friday long weekend rose 12.8 percent from last year, to $59.1 billion, from last year, according to the National Retail Federation. That pace was down from the prior year's 16.4 percent increase.

Black Friday's online sales topped $1 billion for the first time ever as more consumers used the Internet do their early holiday shopping, comScore Inc said on Sunday.

Major indexes ended last week with gains of 3 to 4 percent, recovering some of their losses following an 8 percent correction since September. The Dow and S&P 500 both closed above key technical levels for the first time since November 6, which could provide additional support. The Dow ended above 13,000, while the S&P broke above 1,400.

In company news, shares of Knight Capital Group Inc jumped 10.4 percent to $2.75. A source familiar with the matter on Saturday said the company is in talks about possibly selling its market-making operation, its largest and most profitable business, but it is not known if a deal will happen. Knight's chief executive, in an internal memo, said the company currently is in talks with at least two firms on the possible sale of its largest business unit, but would only pursue a deal if it created value for its shareholders and clients.

Qatar has cashed in its remaining warrants in Britain's Barclays Plc , a move that should yield a $280 million profit. The warrants have not yet been converted, but conversion would dilute the holding of shares by other investors. U.S.-listed shares of Barclays fell 5.6 percent to $15.37.

Apple Inc has asked a federal court to add six more products to its patent infringement lawsuit against Samsung Electronics Co , including the Samsung Galaxy Note II, in the latest move in an ongoing legal war between the two companies. Apple shares were up 1.7 percent at $581.

Detecting Cancer...With a Cellphone?

Smartphone technology is often seen as much of nuisance as it is a convenience, but having that kind of communicative power at our fingertips has a surprising advantage; it?s serving as a bridge, bringing healthcare to third world countries that had previously been too remote and too costly to reach.

The Kilimanjaro Cervical Screening Project is spearheading one use of smartphone technology in a way that?s surprisingly simple, but could end up saving thousands of women's lives.

Armed with screening kits, treatment tools and cellphones, teams of non-physician medical workers will visit remote locations in rural Tanzania to screen women for cervical cancer. Instead of the swab method used in the typical Pap smear, workers will use their cellphones to instead photograph a patient?s cervix, text the image to a physician and then receive back a diagnosis and treatment recommendation.

But can it really be that simple? Dr. Karen Yeates?of Queen's University, who is the lead investigator of the project, told CNN, "That's the beauty of it. For early grade cancers, those will be able to be treated right in the field, right in the rural area.?

According to the World Health Organization (WHO), rates of cervical cancer in Africa are up to ten times those in developed countries, and among those diagnosed, about?50,000 women die from it annually.

Though cervical cancer has very low mortality rates in developed countries like the U.S., those rates are generally due to our regular screenings, which catch the cancer in its earliest and most treatable incarnations.?However, in countries like Tanzania, women in remote villages obviously don't have access to those types of preventative measures. In fact, the WHO estimates that by the time most African women are diagnosed with the disease, they?ve already advanced into its latest fatal stages. But regular screenings could put a stop to that.?

The project is another way that the medical field is reimagining cellphones as a means of making healthcare rather effortlessly mobile in order to expand the world's access to it. Earlier this year, high school student?Catherine Wong discovered how to turn her cellphone into a portable ECG machine. Her invention will?bring heart monitoring capabilities to the most remote locations with results that could be beamed to doctors no matter how far away.

The Kilimanjaro Cervical Screening Project recently gained its funding from being named one of the 68 finalists in Canada?s Grand Challenges, a fund awarded to medical innovators who?ve invented new systems or products to bring healthcare to the poorest parts of the world. The project's $100,000 prize will allow it to begin its initial trials.

So much of good healthcare rests on the early detection of illness and now that geography and cost aren't the impediments they once were, patients in developing countries have real opportunities to survive illnesses once believed to be fatal.?

Joyful Public Speaking (from fear to joy): SPEAK film review

Three months ago I blogged about SPEAK, a film about the 2008 Toastmasters World Championship of Public Speaking. (Don?t try to look it up on Wikipedia, which only has a page for another 2004 film titled Speak and starring Kristen Stewart). I just borrowed the DVD from my local public library and enjoyed watching it. Speak is a good film, if not a great one. Watching the finals of that contest behind the scenes is fascinating. The film may become a cult classic at Toastmasters District Conferences, as their analog to the Rocky Horror Picture Show.

The synopsis on the film?s web site and back of the DVD box says that:

?SPEAK is a documentary film about the fear of public speaking, and the Toastmasters World Championship of Public Speaking. Filmmakers Paul Galichia and Brian Weidling embarked on an almost two year journey collecting hundreds of interviews about public speaking anxiety, and capturing every stage of the tense, highly competitive World Championship of Public Speaking. It all culminates in a week of fascinating human drama in Calgary, Alberta, after which one person is crowned ?World Champion of Public Speaking.? Funny, inspiring, moving, and utterly absorbing, SPEAK follows the trail of those brave souls who take on the fear of public speaking - the world?s #1 fear - and live to tell the tale.

Come find your voice.

SPEAK???

That description is somewhat misleading. Only the first 12 minutes of this 89 minute film actually is about fear of public speaking. Most of it is about the 2008 contest, including the varied backgrounds of the finalists.

The Amazon.com description lists actress Caitlin Upton before the two directors. Caitlin was interviewed about her infamous brain freeze at a question-and-answer session in the 2007 Miss Teen USA beauty pageant. Readers of this blog already know that I disagree with that world?s number one fear claim. About ten minutes into the film, in a speech talking about his heart attack, Robert MacKenzie says:

?You know, we hear that the fear of public speaking - what I am doing right this moment - is greater than the fear of death. Not even close!?

?One of the surprises for me was finding that two of the finalists had previously come in third in earlier contests - Jock Elliot in 1994 and Rich Hopkins in 2006. Jock had been a finalist four times, and then won the 2011 contest with this speech. (Rich reviewed the SPEAK DVD back in January).???

I think many will enjoy this film, and seeing just how much can be packed into a roughly six-minute inspirational speech. If you like seeing contests, then put the DVD on your wish list of holiday gifts. (Toastmasters clubs definitely should consider adding it to their libraries).

Whither the Twinkie?

A bankruptcy judge approved the liquidation of Hostess brands last week. Historic brands like Twinkies, Wonder Bread, and Ho Hos will be sold at auction to the highest bidder. Will the buyers get the exclusive right to use the recipes for those products?

Not exactly. Confectioners rarely patent their recipes, because applying with the U.S. Patent and Trademark Office means publishing the ingredients and methods. The legal protection lasts only 20 years, after which time anyone can profit from the creation. Manufacturers instead guard their recipes as trade secrets, a status that isn?t time-limited. The company forces employees to sign nondisclosure agreements and sues rival manufacturers that extract their methods and formulas from workers. The companies that eventually buy Hostess brands will gain access to those trade secrets and the right to enforce the secrecy agreements. If, however, someone cracks the Twinkie recipe and manufactures an identical product under a different name?the brand names are protected by trademark?there?s very little the new owner will be able to do.

Candy companies go to extraordinary lengths to protect their recipes. In her essay ?Trade Secrecy in Willy Wonka?s Chocolate Factory,? law professor Jeanne C. Fromer explains that the fictional Wonka?s lock-and-key approach to candy making isn?t far from reality. Companies store their recipes in safes. For many years, Mars, the company that makes Skittles, Snickers, and M&Ms, refused to reveal its president?s name. The company also builds its own machines and blindfolds visiting repairmen. No Hershey employees know the proportions of ingredients in the company?s chocolate bars.

Recipes are patentable, in theory, but few of your kitchen creations would qualify. An idea must be novel and nonobvious to deserve legal protection. That?s a difficult standard to meet, because most recipes are combinations of widely available ingredients. Recipes are most likely to win patent protection if they involve some novel manufacturing process. Several inventors, for example, have obtained patents for variations on the peanut-butter-and-jelly sandwich by rearranging the ingredients to extend shelf life.

Recipes can also be copyrighted, which prevents others from copying and selling the instructions on how to make a product. Copyright, however, doesn?t protect the food itself from commercial exploitation. In other words, you?re not allowed to sell copies of the current Toll House chocolate chip cookie recipe, but you can make and sell the cookies.

Curiosity's unsung skill: scouting Mars for a human mission (+video)

Earlier this month, two tiny twisters buffeted NASA's Mars rover Curiosity in the space of 11 minutes. They were two of 21 whirlwinds the rover has detected from its home in Gale Crater so far ? with more expected as Mars' southern hemisphere enters its spring and summer.

In one sense, this seems like a ho-hum observation. Whirlwinds and dust devils are common on Mars, although no evidence of them had been found in images of Gale Crater taken from orbit.

But they represent a very important element of the planet's dust cycle, which is a key driver of Mars' climate, says Manuel de la Torre Juarez, a physicist at NASA's Jet Propulsion Laboratory in Pasadena, Calif. Their presence inside the crater, combined with the most sophisticated atmospheric monitoring station humans have landed on the planet, give scientists an unprecedented opportunity to unravel the role these mini-twisters play in Mars' current climate.

The opportunity highlights a little-heralded role for Curiosity, whose primary mission is to analyze rocks and soil to determine if the crater might have once been a suitable habitat for microbial life. The rover and its weather station and radiation monitor are monitoring today's environment, both with an eye toward understanding the evolution of the planet's atmosphere over billions of years, but also as a gauge of the hazards astronauts might face during a potential mission.

One story that is unfolding involves the changing thickness of the atmosphere with each Martian day, called a sol, and even with seasonal changes. Those changes impact the amount of radiation ? cosmic rays and charged particles from the sun ? reaching the surface.

For instance, sensors on the Rover Environmental Monitoring Station (REMS) have detected an unexpected and large day-night shift in atmospheric pressure, corresponding to changes the sun brings to the atmosphere. During the day, the atmosphere heats, expands, and grows less dense as it does so. This reduces the amount of pressure the atmosphere exerts on pressure sensors. At night, when temperatures drop to about minus 130 degrees Fahrenheit, the pressure increases as the atmosphere contracts and grows more dense.

At the same time, the rover's Radiation Assessment Detector (RAD) has found that cosmic and other forms of radiation peak during the day and drop at night as changes to the atmosphere thicken or thin this tenuous shield.

Argentina's options shrink after U.S. debt ruling

BUENOS AIRES (Reuters) - A decade after staging the biggest sovereign default in history, Argentina faces another possible debt crisis after a U.S. court ordered it to pay $1.3 billion to holders of defaulted bonds.

About 93 percent of Argentine bondholders agreed in 2005 and 2010 to swap defaulted debt from the 2002 default for new paper at a steep discount. So-called "holdout" creditors who rejected the swaps continue to battle for full repayment in international courts.

In a ruling late on Wednesday, U.S. District Judge Thomas Griesa told Argentina to deposit funds to pay the holdouts by December 15, lifting a previous order stalling payments to the bondholders and raising fears of a technical default on the restructured bonds if Argentina does not pay.

Griesa's ruling is a sharp blow for Argentina's combative president, Cristina Fernandez, who has refused to pay the holdouts such as Elliot Management Corp's NML Capital Ltd and Aurelius Capital Management.

Her government's strategy of isolating the holdouts has come under intense pressure since late last month when a U.S. appeals court upheld Griesa's decision that Argentina violated equal-treatment provisions for all creditors when it chose to pay exchange bondholders and not holdouts.

An eventual technical default - with U.S. courts seizing payments to holders of restructured bonds to compensate the holdouts - would further dent investor confidence in Latin America's third-biggest economy.

That could exacerbate a sharp economic slowdown, but the impact would be less serious than in 2002 due to the country's relative isolation from global financial markets.

Argentina has stayed out of international credit markets since the 2002 debacle, partly due to fears the holdouts could block a new issue. It relies instead on the central bank's foreign reserves to pay debt and borrows from state agencies.

Here are possible scenarios in the decade-long legal battle:

ARGENTINA CHALLENGES RULING IN APPEALS COURT

Griesa's latest decision must still pass to the 2nd Circuit Court of Appeals, so he ordered that Argentina should deposit the money in an escrow account by December 15 rather than pay the plaintiffs directly.

Argentina swiftly pledged to appeal. If Griesa's ruling holds -- which legal specialists think likely -- and Argentina still refuses to pay, U.S. courts could block debt payments to creditors who took part in the debt swaps out of consideration for those holdout investors who rejected Argentina's terms at the time.

That would trigger a technical default on approximately $24 billion worth of restructured debt. Argentine bond prices were battered on Friday by fears about $3 billion in debt payments due next month could be subject to court.

The decision by Griesa came in response to a request from the appeals court for him to detail how the holdout creditors should be paid and clarify the role of third parties.

Late last month, the appeals court backed a February ruling by Griesa that Argentina had discriminated against the holdouts and Argentina has already requested a rehearing before the tribunal's full panel of 13 judges.

However, legal analysts think the so-called en banc rehearing is unlikely to yield a different result and say the 2nd Circuit will probably refer Monday's planned appeal aimed at getting the payment stay reinstated back to Griesa.

ARGENTINA TURNS TO THE U.S. SUPREME COURT

Economy Minister Hernan Lorenzino said Argentina will exhaust all judicial channels and could take the holdouts case to the U.S. Supreme Court.

The government could contest the appeals court's equal treatment ruling by arguing it did not discriminate against the holdouts because they could have tendered their defaulted bonds in the two restructurings.

The U.S. Supreme Court gets about 10,000 appeals requests a year but only agrees to hear 75 or 80 cases.

Some legal experts think the country's highest court could choose to weigh in on this case, however, since it has wider implications for debt restructurings.

U.S. government lawyers backed Argentina's position on pari passu, or with equal treatment. They argued in April that Griesa's orders "could enable a single creditor to thwart the implementation of an internationally supported restructuring plan, and thereby undermine the decades of effort the United States has expended to encourage a system of cooperative resolution of sovereign debt crises".

If the Supreme Court agreed to take on the case, it would have to consider whether to freeze current proceedings. That might end up buying Argentina more time.

The government lawyers said a similar ruling in a Belgian court that disrupted Peru's debt restructuring in 2000 "was viewed with almost universal consternation by international financial markets".

The 2nd Circuit downplayed any impact on other countries, noting that many newer bonds, including the ones issued by Argentina in its 2005 and 2010 debt swaps, have collective action clauses that force potential holdouts to accept a restructuring if the vast majority of other creditors do so.

Argentina will probably need to garner more support from Washington and U.S.-based banks to get the Supreme Court to intervene. If the court did agree to hear the case, a ruling might not be issued until 2014.

If Argentina won the appeal, its troubles could be over. But the uncertainty leading up to the ruling would likely weigh on Argentine bond prices and hurt liquidity regardless.

Alternatively, the Supreme Court could either refuse to hear the case, letting the appeals court ruling stand, or it could hear the case and affirm that ruling. This would force Argentina to comply with - or openly violate - the order to pay holdouts every time it services its restructured debt.

ARGENTINA IGNORES COURT RULINGS

If Argentina loses its court battle at any point, the country could flout Griesa's payment orders to deposit funds for the holdouts.

This is seen as a real possibility since Argentina has systematically fought every court decision in favor of the holdouts and has refused to pay them court-awarded damages.

Argentine officials, including the economy minister and the president herself, have said the country will not negotiate with the "vulture funds" and will never pay them.

They say their responsibility to restructured bondholders ends when payment funds are deposited in a Buenos Aires account of the country's payment agency, Bank of New York Mellon. Argentina will make that transfer at all costs to avoid an outright default and reduce the political cost.

The government argues that when those funds are transferred to New York, they are already the property of creditors and therefore cannot be embargoed by U.S. courts.

Griesa, however, said all third parties involved in the payment of the bonds are responsible for ensuring his orders are fulfilled.

ARGENTINA PAYS HOLDOUTS

Although it seems unlikely, Argentina could end up paying the holdouts, either by making separate, proportional payments to them to comply with the court order or by agreeing to some kind of settlement. This could potentially prompt lawsuits by the creditors who accepted the swaps, however.

To pay the holdouts, it would first have to suspend or scrap the so-called "lock law", which requires prior congressional authorization for any kind of settlement with creditors who rejected the restructuring. The law also bars the government from reopening the debt swaps without legislative approval.

The government might want to change that law regardless since the appeals court cited it as key evidence that Argentina discriminates against the holdouts.

So far, officials have rejected that option, however.

Besides, the terms of the restructured bonds prevent Argentina from making better offers to creditors before December 31, 2014.

Even if the lock law were overhauled, this would not put an end to Argentina's legal woes since the holdouts would almost certainly refuse to agree to the swap terms and continue to sue for full repayment on their defaulted bonds.

Lawyers advising the holdouts say Argentina may be approaching a point of no return like the one Peru faced in 2000, when it ended up settling with the holdouts for $58 million to move forward with its debt restructuring.

The price tag for Argentina would be much higher, though, with holdout creditors owning a total of roughly $11 billion in defaulted debt, according to private estimates. That is equivalent to about a quarter of Argentina's foreign reserves.

Camacho's mother says life support will end

SAN JUAN, Puerto Rico (AP) ? Hector "Macho" Camacho will be taken off life support, his mother said Friday night, indicating she would have doctors do that Saturday. It was a decision the former championship boxer's eldest son opposed.

The boxer's mother, Maria Matias, told reporters outside the hospital where Camacho lay unconscious since being shot in the face that she had decided doctors should remove life support, but only after three of his sons arrived in Puerto Rico early Saturday and had a chance to see him a last time.

"I lost my son three days ago. He's alive only because of a machine," Matias said. "My son is not alive. My son is only alive for the people who love him," she added.

The three other sons were expected to arrive from the U.S. mainland around midnight Friday. "Until they arrive, we will not disconnect the machine," Matias said.

Another news conference was scheduled for Saturday morning at Centro Medico, the main trauma center for San Juan.

The former champion's mother has the final say in the matter, but his eldest son, Hector Jr., said he wants to keep his father alive.

"He's going to fight until the end. My father is a boxer," the son said.

Doctors have said Camacho is clinically brain dead from a shooting Tuesday night in his hometown of Bayamon. But relatives and friends told The Associated Press they were still wrestling with whether to remove him from life support.

"It is a very difficult decision, a very delicate decision," former pro boxer Victor "Luvi" Callejas, a longtime friend, said in a phone interview. "The last thing we lose is hope and faith. If there is still hope and faith, why not wait a little more?"

Aida Camacho, one of the boxer's aunts, said in an interview that the family could decide by late Friday whether to donate his organs.

As some relatives and friends continued to pray for a miracle, condolences kept coming in for Camacho's family and preparations began for memorials and a funeral Mass.

Gov. Luis Fortuno lamented what he called a sudden loss. "'Macho' will always be remembered for his spontaneity and charisma in and out of the ring," he said.

Also offering condolences was governor-elect Alejandro Garcia Padilla, who defeated Fortuno in November.

"The life of Macho Camacho, like other great athletes of ours, united the country," he said. "We celebrated his triumphs in the streets and we applauded him with noble sportsmanship when he didn't prevail."

Camacho was shot as he sat in a car with a friend, 49-year-old Adrian Mojica Moreno, who was killed in the attack. Police spokesman Alex Diaz said officers found nine small bags of cocaine in the friend's pocket and a 10th bag open inside the car.

Police reported no arrests and said investigators continued to interview potential witnesses. Capt. Rafael Rosa told reporters Friday that they are tracking down several leads, but added that very few witnesses were cooperating. He declined to say whether police had identified any suspects.

Hector Camacho Jr. lamented the violence that grips Puerto Rico, a U.S. island territory of nearly 4 million people that reported a record 1,117 homicides last year.

"Death, jail, drugs, killings," he said. "That's what the streets are now."

Camacho's sisters have said they would like to fly Camacho's body to New York and bury him there. Camacho grew up mostly in Harlem, earning the nickname the "Harlem Heckler."

He won super lightweight, lightweight and junior welterweight world titles in the 1980s and fought high-profile bouts against Felix Trinidad, Julio Cesar Chavez and Sugar Ray Leonard. Camacho knocked out Leonard in 1997, ending the former champ's final comeback attempt. Camacho had a career record of 79-6-3.

Camacho battled drug, alcohol and other problems throughout his life. He was sentenced in 2007 to seven years in prison on burglary charges, but a judge eventually suspended all but one year of the sentence and gave Camacho probation. He wound up serving two weeks in jail, though, after violating that probation. A wife also filed domestic abuse complaints against him twice before their divorce.
